Collins Cobuild is my pick for #1 ELT/ESL dictionary publisher. They have consistently published the most informative and user friendly dictionaries. They also provide much insight into the compiling of their dictionaries. In the process of providing insight into their methodology, they have provided insight into the English language. Language is a tool to be used, not a science to be studied. Every tool needs a good user's manual. If English is your tool, a Collins Cobuild dictionary is your user's manual.

Next would be Singapore based Learners and India based Dreamland, two newcomers who have been coming on strong. Heinle would be next. Heinle has a selection of books about as large as established publishers, and many of their books are much better quality, but they don't have the name recognition or bookstore shelf space. Next would be Heinemman with it's massive collection of extremely high quality topical booklets. Then Penquin with it's impressive list of graded readers. Then New Readers Press with their extensive selection of life/work material.
